That’s right, no one can say when that project will be done. In fact, we can see from the graph that all requirements were implemented long ago (the development phase already ended), but the number of open issues just keeps growing and no one in their right mind would release that software. If we batch (accumulate and delay) the fixing of bugs to the end of the project – which we have to do if we take the layered approach – we will not know the real progress until we start fixing those bugs, and very likely later than that.
